I was chatting with a colleague earlier this week, and he mentioned something about unions being discussed at CG Headquarters. I’d thought all civilian employees who weren’t managers were able to join a union. He didn’t indicate that there was a unionizing effort under way.
Seems there is.
Both Thomas Jackson and David Axe are reporting there’s a unionizing effort underway at Coast Guard Headquarters. Mr. Jackson links to a 1983 court decision which says, in part,
The American Federation of Government Employees, Local 3313, AFL-CIO (AFGE) was certified on July 11, 1972, as the exclusive bargaining representative for a unit of all nonsupervisory professional and nonprofessional general schedule and wage grade employees of the United States Coast Guard Headquarters, Washington, D.C.
Well, there’s a no brainer.
Interestingly, the U.S. Office of Personnel Management’s Labor Agreement Information Retrieval System’s Exclusive Recognition Units by Agency Detail Report which lists labor union’s for Coast Guard employess, lists the NTEU and not the AFGE as serving Headquarters’ civilian employees. Perhaps the AFGE is trying to move back in to CG HQ?
I know that at the Maintenance and Logistics Command Atlantic, located in Norfolk, VA, is served by the AFGE, but the local is actually in New York City. A twist of fate due to history. The AFGE also represents employees at the Fifth District staff (across the Elizabeth from Norfolk) and the local is, well, local. As to Atlantic Area employees, they’re not on the list.
Perhaps it’s time for me to check it out?
